Manhattan's Land Use and Bulk Zoning
Land use in Manhattan is regulated by zoning. The three basic zoning districts - residential (R), commercial (C) and manufacturing (M) - are further subdivided into 10 residential categories (R1-R10), 8 commercial categories (C1-C8), and 3 manufacturing categories (M1-M3). Use and bulk controls for the districts shown on the map are presented below.

Midtown

The Midtown district is zoned for mixed commercial/office and residential use with high floor area ratios (FARs). The district can be divided roughly east and west into C5 and C6 districts.

1) C5 Districts
C5 districts are zoned for residences, community facilities, and commercial and office facilities serving a wide range area. Repair shops and retail stores serving the local community are not permitted. Typical facilities include department stores, large office buildings, and mixed office, retail and residential buildings.

Upper East Side

The Upper East Side is zoned primarily for high-rise (FAR 1000%) residential buildings along the avenues, and medium-rise (FAR 400%) buildings along the streets.

2) C1 Districts
C1 districts are zoned for residences, community facilities, and local retail stores, such as food, sundries, restaurants, and cleaners, for private consumption.

3) C2 Districts
In addition to C1 approved uses, C2 districts are zoned for a wider range of local services such as funeral homes, lumber yards, and business schools, but commercial facilities are restricted to the first and second floors of buildings.

Like the Upper East Side, the Upper West Side is zoned for high-rise (FAR 750 and 1000%) buildings along the avenues, and medium-rise (FAR 400%) buildings along the streets.
